Project Overview
Location & Connectivity
Downtown East sits at the eastern tip of Pasir Ris, hugging the coastline beside Pasir Ris Park and a short stroll from the beach. The estate occupies a large, single-title parcel that has functioned as NTUC’s flagship leisure and community destination since 2000, distinct from the residential and commercial stock that surrounds it in District 18.
The site is roughly 850 metres, or a 13-minute walk, from Pasir Ris MRT Station, the current terminus of the East-West Line and future interchange with the Cross Island Line. Multiple bus services stop directly opposite the estate, and drivers reach Downtown East via the Tampines Expressway or the Pan-Island Expressway, both within a few minutes’ drive.
Immediate surrounds include White Sands Shopping Mall, Pasir Ris Mall, Pasir Ris Town Park with its hawker centre, and a cluster of established condominiums such as Seastrand and Stratum. The area functions as a self-contained eastern leisure and residential hub, with Downtown East acting as its dominant recreational anchor.

Building & Facilities
The estate is built low-rise across its ≈147,000 sqm site, with the five-storey E!hub block forming the retail and entertainment core, flanked by the Wild Wild Wet water park, the D’Resort chalet and hotel wings, and a standalone exhibition hall used for trade shows, conventions and community events. BCA records put verified built floor area at ≈37,920 sqm across these structures.
E!hub houses eXplorerkid, one of the larger indoor family play attractions in Singapore, alongside a cineplex, gaming and cafe cluster, F&B units and specialty retail. Common facilities include multi-storey car parking, coach and loading bays for event traffic, and a network of covered linkways connecting the resort, water park and retail wings.
Because Downtown East is managed as a single NTUC-held estate rather than a strata-titled development, prospective occupiers should verify lease terms, fitting-out allowances and permitted trade mix directly with the estate’s leasing office rather than assuming standard mall conventions apply.
Unit Types & Floor Plan Notes
Downtown East is not sold in strata lots. Occupation is via direct lease with the estate operator, and the “unit types” below reflect the leasable formats available within E!hub and the exhibition wing rather than purchasable units.
≈400 – 800 sqft
Ground and upper-level kiosk lots along E!hub’s main concourse, suited to quick-service F&B and beverage concepts drawing on water park and resort footfall.
≈800 – 1,500 sqft
Shopfront lots for lifestyle, apparel and service retailers, positioned along E!hub’s family-traffic corridors.
≈3,000 – 8,000 sqft
Larger floorplates suited to cineplex, arcade, indoor play or fitness-format anchors, typically requiring longer leases and higher fit-out capex.
≈10,000 – 20,000 sqft
Column-light hall space bookable for trade fairs, conventions and community events, with loading access and pantry support.
Investment Case
Because Downtown East cannot be bought as a strata unit, it is best assessed as a leasing and operating opportunity rather than a conventional buy-to-hold investment. The estate’s draw is its footfall and brand recognition, not resale upside.
What Works
- Strong, consistent footfall driven by Wild Wild Wet, D’Resort and eXplorerkid
- NTUC anchor tenancy provides institutional stability across the estate
- Limited comparable leisure-anchored retail supply in the east region
- Future Cross Island Line interchange should widen the MRT catchment
- Bundled exhibition hall gives F&B and retail tenants event-driven traffic spikes
What to Weigh Carefully
- No strata ownership route — occupation is lease-only, capping investor entry points
- Underlying land tenure terms are not publicly gazetted or verifiable
- Built stock dates to 2000/2008 and will need incremental refurbishment capex
- Water park and outdoor-linked footfall carries seasonal and weather sensitivity
- Competes for east-region retail spend against newer White Sands and Pasir Ris Mall
Who This Suits
Downtown East suits F&B and retail operators seeking high-footfall, family-oriented trade rather than capital-appreciation investors. Event organisers benefit from the bundled exhibition hall, while lifestyle and leisure operators can piggyback on the water park and resort’s existing brand pull. It is not a fit for buyers seeking strata title, mortgage financing against the unit, or a conventional exit via resale — those objectives are better served by strata-titled commercial stock elsewhere in District 18.
