Location & Connectivity

One Commonwealth sits on Commonwealth Lane, tucked behind the Tanglin Halt industrial belt in Queenstown, District 3. The site occupies the seam between mature HDB estates to the north and the research-led one-north cluster to the west, which gives the building an unusual profile for a B1 asset: light industrial zoning on land that reads, and prices, like city fringe.

Commonwealth MRT (EW20) is roughly 400 metres away, about a five-minute walk. Buona Vista (EW21/CC22) adds the Circle Line one stop west, with one-north (CC23) and Holland Village (CC21) close behind. By road, the Ayer Rajah Expressway is reached in minutes via North Buona Vista Road, while Commonwealth Avenue, Queensway and Holland Road handle local movement. Raffles Place is a 15-minute drive off-peak.

Amenities are the quiet strength here. Sheng Siong, Cold Storage and FairPrice outlets sit within a short walk, and Holland Road Shopping Centre, Raffles Holland V and Holland Piazza cover food, banking and services. Tanglin Halt hawker fare remains the default lunch option for tenants. Staff retention is materially easier in this pocket than in the outlying industrial estates that compete on rent alone.

Building & Facilities

The development is a single nine-storey block completed in 2010 by Wintech Commonwealth Pte Ltd, holding 250 strata units behind a full glass facade. Vertical transport runs on four passenger lifts and two service lifts, with air-conditioned lift lobbies throughout and air-conditioned common corridors on the sixth to eighth floors — a specification closer to a business park than a conventional flatted factory.

Ramp access serves units up to the fourth floor, and most of those units carry private car park lots at their doorstep, which is the building’s most-cited selling point. A further 170-lot deck sits on the fifth floor, and a landscaped open garden caps the ninth. Estimated floor-to-ceiling heights run ≈3.4–3.6 m on typical floors and ≈4.2–4.5 m in the ramp-served units below.

Handover condition varies widely. Roughly 177 businesses occupy the building and fit-outs range from bare shell to fully partitioned corporate offices. Buyers should verify permitted use with JTC or URA before committing, confirm actual floor loading with the management corporation, and check whether any inherited fit-out was approved. The building is administered by MCST 3598.

Unit Types & Floor Plan Notes

Stock at One Commonwealth is unusually granular for a B1 building. Units start near ≈600 sqft and run to ≈3,400 sqft where owners have amalgamated adjoining lots. Average size works out at roughly ≈725 sqft once common area is stripped out, so most transactions involve small quanta rather than institutional-scale floorplates.

Compact Office Suite

≈600 – 800 sqft

The entry point. Suits two- to six-person consultancies, design studios and back-office teams. Quantum typically lands between ≈S$200,000 and ≈S$320,000 — the shallowest cheque in the building.

Mid-Floor Corporate Unit

≈1,100 – 1,450 sqft

The volume segment, concentrated on floors six to eight with air-conditioned corridors. Recent listings sit around S$293 – S$444 psf, with monthly rents near ≈S$4,000 for a 1,421 sqft unit.

Ramp-Up With Private Lot

≈1,500 – 2,000 sqft

On floors one to four with direct vehicle access and a dedicated car park lot at the door. Commands a premium and rents fastest to trades needing frequent loading.

Amalgamated Floorplate

≈2,500 – 3,400 sqft

Combined lots for single occupiers. A 3,358 sqft unit was recently marketed near S$1.10 million at ≈S$328 psf — the cheapest psf tier in the building.

Floor-to-Ceiling Height: ≈3.4–3.6 m typical floors; ≈4.2–4.5 m ramp-served units
Floor Loading: ≈5.0 kN/m² upper floors; ≈10–12.5 kN/m² ground level (verify with MCST)
Vertical Transport: 4 passenger lifts, 2 service lifts (≈2,000–3,000 kg each)
Parking: 170-lot deck on level 5, plus private lots for most units on levels 1–4
Loading: ≈4–6 ground-level bays; ramp access to level 4

Investment Case

The arithmetic at One Commonwealth is dominated by one number: the lease. A 30-year term commenced in 2008, leaving roughly 12 years to expiry around 2038. Everything attractive about the asset — sub-S$500,000 entry points, headline gross yields in the ≈9–12% band, a city-fringe address at industrial pricing — follows directly from that decay. It is not a discount the market has overlooked.

What Works

  • City-fringe District 3 address at light-industrial pricing, ≈400 m from Commonwealth MRT.
  • Low absolute quantum — several units transact below S$500,000.
  • Headline gross yields of ≈9–12%, well above conventional long-lease industrial stock.
  • Private car park lots at unit doorsteps on ramp-served levels one to four.
  • Business-park specification: glass facade, air-conditioned lobbies and corridors, roof garden.

What to Weigh Carefully

  • Only ≈12 years of lease remain; the asset amortises toward zero by ≈2038.
  • Bank financing is restrictive and tenor short, so most buyers need substantial cash.
  • Capital appreciation is structurally unlikely — the yield is compensation, not upside.
  • En-bloc odds are slim given 250 strata owners and B1 zoning constraints.
  • The resale pool narrows each year as the remaining term shortens further.

Who This Suits

This building rewards owner-occupiers who can pay largely in cash and want a credible postcode without commercial office rents — creative agencies, engineering consultancies, medtech suppliers feeding the one-north cluster, and trades needing ramp access with a car park lot at the door. Treated as an operating cost paid upfront rather than a store of value, it holds up well. It suits yield-hunting investors far less: the income looks generous only until the amortisation of a wasting 12-year lease is netted off against it.

Frequently Asked Questions

What can I actually operate here under B1 zoning?
One Commonwealth is zoned B1 Light Industrial, which permits clean and light manufacturing, assembly, warehousing, research, and the ancillary office space that supports those activities. Ancillary office is typically capped at 40% of unit floor area under the 60-40 rule, so a purely administrative or professional-services business is not automatically compliant. Retail, showroom, food preparation, medical clinics and education uses generally require separate approval and are frequently refused. Because enforcement falls on the occupier, buyers should submit their intended trade to JTC or URA for written confirmation before exercising the option to purchase rather than relying on what neighbouring tenants appear to be doing.
Can foreigners or foreign-incorporated companies buy a unit?
Yes. Industrial property in Singapore falls outside the Residential Property Act, so foreign individuals and foreign-incorporated entities may purchase strata industrial units at One Commonwealth without approval from the Singapore Land Authority. This is one of the few asset classes open to overseas buyers on the same footing as citizens. The practical constraints are financial rather than legal: local banks lend more conservatively to foreign borrowers, particularly against a short remaining lease, and a Singapore-registered operating entity usually strengthens both the loan application and any subsequent tenancy. Buyers should also confirm that their intended occupier can satisfy the B1 permitted-use requirements independently of the ownership question.
Does ABSD or SSD apply to a purchase at One Commonwealth?
Additional Buyer’s Stamp Duty does not apply to industrial property; it is a residential measure, so buying here carries no ABSD regardless of how many properties you already own or your residency status. Seller’s Stamp Duty, however, does apply to industrial property on its own schedule: broadly 15% if disposed within one year of acquisition, 10% within two years, 5% within three years, and nil thereafter. Given that One Commonwealth is bought for occupation or income rather than short-term trading, the three-year window rarely binds — but it makes a quick flip uneconomic, which buyers planning a rapid exit should factor in early.
What about Buyer’s Stamp Duty and GST?
Buyer’s Stamp Duty applies on the non-residential schedule: 1% on the first S$180,000, 2% on the next S$180,000, 3% on the next S$640,000, 4% on the next S$500,000 and 5% above that. On a S$600,000 unit, that works out near S$12,600. GST is the larger variable. If the vendor is GST-registered, the sale is a taxable supply and GST is chargeable on the price; a GST-registered buyer can usually claim it back as input tax, while an unregistered buyer absorbs it outright. Confirm the vendor’s GST status in writing before agreeing a headline price.
How does the remaining lease affect bank financing?
Substantially, and this is the single biggest practical hurdle. With roughly 12 years to expiry around 2038, most Singapore banks will not lend a standard 25 or 30-year tenor here. Where financing is offered at all, the loan term is generally capped so that it ends several years before lease expiry, which compresses repayment into a short window and inflates monthly instalments. Loan-to-value ratios are also trimmed, often to the 50–60% range or lower. Many transactions at One Commonwealth are therefore substantially or fully cash-funded. Buyers should obtain an indicative approval before committing, not after signing the option.
What gross rental yield does the building currently produce?
On current figures, headline gross yields sit in the ≈9–12% band, which is far above conventional freehold or 60-year industrial stock. Asking rents range from S$2.38 to S$6.13 psf per month against transacted prices of S$301 to S$431 psf, so a 1,421 sqft unit bought near S$490,000 and let at roughly S$4,000 monthly returns close to 10% gross before outgoings. That number needs careful reading. It is not outperformance — it is the market pricing in the fact that the capital sum amortises to nothing by lease expiry, so a large share of that yield is return of capital rather than return on it.
Is a 2010 building starting to show its age?
At around sixteen years old, One Commonwealth is mid-life rather than tired. The full glass facade, air-conditioned lift lobbies and air-conditioned corridors on the upper floors still present better than most flatted factories of comparable vintage, and the roof garden remains a genuine differentiator. Expect the usual mid-cycle capital items to surface over the coming years: lift modernisation, chiller and facade sealant works, and car park deck waterproofing. These fall to the management corporation and are funded from the sinking fund, so buyers should request recent MCST minutes and sinking-fund statements to gauge whether a special levy is likely.
What are the realistic en-bloc or redevelopment odds?
Low, and buyers should not underwrite on that basis. Collective sale of a 250-unit strata industrial development requires an 80% consent threshold by share value and floor area, which is difficult to assemble across that many owners with widely differing cost bases. The site also carries a short residual lease, meaning any purchaser would need to negotiate and pay for a lease top-up with the state before redevelopment becomes viable, which erodes the price achievable for existing owners. The B1 zoning further limits the uplift available. Treat any en-bloc outcome as an unpriced lottery ticket rather than part of the investment case.
How good is the parking and loading provision?
Parking is the building’s strongest physical feature. A 170-lot deck occupies the fifth floor, and most units on levels one to four come with private car park lots directly outside the unit — a rarity in central-region industrial stock and a real advantage for occupiers running client visits or small delivery fleets. Ramp access serves those same lower floors, allowing vehicles to drive up rather than queue for a goods lift. Above level four, loading depends on the two service lifts, which we estimate at ≈2,000–3,000 kg each. Operators with heavy or bulky throughput should target the ramp-served floors specifically.
What should I budget for MCST maintenance fees?
We estimate monthly maintenance at ≈S$0.40–0.55 psf, benchmarked against comparable central-region strata B1 developments carrying air-conditioned lobbies, air-conditioned upper-floor corridors and a multi-storey car park deck. On a 1,421 sqft unit, that implies roughly S$570–780 a month. Air-conditioned common areas are the main cost driver and push this building above the typical flatted-factory range. Because the figure materially affects net yield, request the current schedule of charges from MCST 3598 rather than working from an estimate, and ask whether any special levy has been raised or is under discussion for upcoming capital works.
How liquid is resale at One Commonwealth?
Moderate today and structurally declining. Transaction volume is supported by the low absolute quantum, with several units changing hands below S$500,000, and by the address, which draws occupiers priced out of one-north and Alexandra. Against that, the buyer pool narrows each year as the lease shortens and financing becomes harder to arrange, concentrating demand among cash purchasers. Realistically, an owner exiting within the next five years should find a market; beyond that, expect longer marketing periods and firmer price negotiation. Anyone buying now should plan the holding period around occupation needs rather than assuming a liquid exit on demand.
Which business types are the best fit here?
The building works best for occupiers whose value sits in people and equipment rather than in the property itself. Design and media studios, engineering and testing consultancies, precision assembly and prototyping outfits, medtech and biotech suppliers servicing the one-north cluster, and specialist trades needing a ramp-served unit with adjacent parking all fit the specification and the permitted use. The proximity to Commonwealth MRT makes staff recruitment easier than in outlying estates. Businesses requiring heavy floor loading, tall clear heights, container access or a retail-facing frontage are better served elsewhere; this is a light, clean-process building at heart.

This review is prepared for general information only and does not constitute financial, investment, legal, tax or valuation advice. Figures marked with the ≈ symbol are reasoned estimates drawn from comparable benchmarks where no published figure exists, and should be independently verified. Transacted prices, asking rents, lease terms, permitted use, stamp duty rates and maintenance charges change over time and must be confirmed with the vendor, the management corporation and the relevant authorities before any commitment is made.
