Project Overview
Location & Connectivity
Novelty Techpoint sits along New Industrial Road in the Bartley pocket of District 19, an established light-industrial enclave bordered by the residential estates of Serangoon Gardens, Bartley and Kovan. The immediate surroundings are dominated by low- and mid-rise B1 developments, giving the corridor a settled, purpose-built industrial character rather than the newer, higher-density clusters found further east.
Bartley MRT (CC12) on the Circle Line is within an easy walk, putting the building roughly 10–15 minutes from HarbourFront and around 20 minutes from the Botanic Gardens interchange for the Downtown Line. Road access is a genuine strength: the PIE is a few minutes’ drive away and the KPE connects quickly to both the CBD and Changi, which matters for businesses moving goods, staff or clients across the island on a daily basis.
Everyday amenities are close by rather than on-site, which is typical for B1 stock. Kovan and Bartley residential neighbourhoods supply food centres, supermarkets and F&B options within a short drive, while nex at Serangoon and the upcoming Paya Lebar commercial precinct extend the catchment for staff lunches, client meetings and after-work errands.

Building & Facilities
The development is a single 10-storey block comprising 61 production units and one ancillary canteen unit, completed in December 2018 to a design by JGP Architecture. The contemporary dual-frontage façade along New Industrial Road and Lim Teck Boo Road was conceived to give occupiers corporate visibility from two streets, which is unusual for a B1 building of this size.
What sets Novelty Techpoint apart from typical light-industrial stock is its recreational programme: a swimming pool, jacuzzi, pool deck, gymnasium, unisex steam room, separate male and female changing rooms, an open-sided pavilion and BBQ area, plus a sky terrace serving the upper-floor units. Floor-to-floor heights of roughly 6.15m to 7.35m in select units allow for mezzanine or loft-style fit-outs, and units are handed over with two to three attached washrooms fitted with Gessi and Duravit sanitary ware, alongside a JUNG European Installation Bus (EIB) smart automation backbone.
Vehicle and loading provision comprises around 183 conventional car park lots, 3 accessible lots, 36 motorcycle lots and 4 lorry bays, concentrated on a dedicated fourth-storey carpark deck. Prospective buyers should still commission an independent building and M&E inspection, verify the current fire certificate and confirm any URA-approved use conditions attached to a specific unit before committing, since permitted activities can vary slightly by unit history.
Unit Types & Floor Plan Notes
Novelty Techpoint offers a fairly narrow but flexible range of unit formats, all built around the same tall floor-to-floor heights that make the project distinctive within the B1 segment. Sizes below are indicative of the original launch mix and may vary slightly by strata lot as units change hands.
≈ 2,734 – 3,563 sqft
The core typology across mid-floors, suited to light manufacturing, assembly, workshops or back-of-house operations with room for a small front office zone.
≈ 2,583 – 3,563 sqft
Upper-floor units with access to an outdoor terrace, popular with creative studios, showrooms and businesses that host clients on-site.
Same footprint, ≈6.15–7.35m height
Units with the tallest floor-to-ceiling clearance can be fitted with a mezzanine level, effectively doubling usable floor area for offices above a production floor.
≈ 3,434 sqft
A single dedicated F&B/communal unit serving the development, occupied by lifestyle and event-space operators rather than industrial tenants.
Investment Case
Novelty Techpoint’s core appeal is straightforward: it is one of a small number of genuinely freehold B1 developments in Singapore, in a segment where 30- to 60-year leasehold is the norm. That structural rarity, combined with lifestyle facilities not usually found in industrial stock, shapes both the upside and the trade-offs buyers should weigh.
What Works
- Freehold tenure is uncommon for B1 industrial, supporting a long-term rarity premium.
- Tall floor-to-floor heights enable loft or mezzanine conversions that add usable space.
- Resort-style facilities (pool, gym, jacuzzi, sky terrace) differentiate it from typical warehouse stock.
- Strong road connectivity via the PIE and KPE, plus MRT access at Bartley.
- Mature surrounding estate with established food, retail and school amenities nearby.
What to Weigh Carefully
- B1 zoning restricts use to approved light-industrial and ancillary activities, not general office or retail.
- Freehold industrial commands a psf premium versus leasehold comparables, which can compress rental yield.
- The building has now traded for several years since TOP, so major M&E items warrant closer inspection.
- A relatively small pool of 62 strata lots means fewer comparable transactions to benchmark pricing.
- Newer B1 supply in the Paya Lebar–Kovan corridor adds competition for tenants and buyers.
Who This Suits
Novelty Techpoint is best suited to owner-occupier SMEs in light manufacturing, smart automation, design, media or creative production who want a permanent, freehold base and can make use of the taller units for a mezzanine office. It also appeals to operators of the ancillary canteen-style unit running F&B, event or lifestyle concepts that benefit from the recreational facilities on site. For pure financial investors, it is a niche play best approached with a clear view on rental demand and realistic exit timelines, rather than as a short-term flip, given the thinner resale liquidity typical of small strata-industrial developments. It is less suited to businesses needing pure office or retail use, since B1 zoning constraints apply regardless of tenure.
